As with all walks of life, there will always be deviance and business will be no different. Greed and self interests are two human traits that will always exist, subsiquently so will unethical behaviour and malpractice. Whilst authorities will strive to eradicate it, the most likely outcome, and best case scenario is that they will reduce and contain it.
