the appellant, therefore, it is quite difficult to fully understand what the appellant said; and, at the end of the appeal, the judge also advise the appellant to employ lawyer for help.
From the above evidence provided, it is very difficult to decide which parties are telling the truth. The appellant cannot provide enough evidence to prove he had notice IMIA that he had changed his address. And this will be unfavorable for the appellant.
