<Tab/>In January, the NLC started a seven point advocacy agenda for 2004 aimed at maximizing federal support for programs that are important to America's cities and towns. There were four programs that NLC wanted to strengthen and get more funding for children and families. They were Head Start, Temporary Assistance for Needy Families (TANF), No Child Left behind (NCLB) and Individuals with Disabilities Education Act (IDEA).

their best for what they see as public well being, Congress should not just fund NLC with what they want, in every aspect of what they are trying to do. I agree with some steps Congress is taking in these propositions. It takes time to figure out whether million, and in some cases billions of dollars can be handed out. Many questions concerning money, time, need, etc. need to be answered before money is distributed.
