in. People tend to not look up, so stay above them. Get up a roof and press yourself against a chimney. This doesn't work where people do look up, however, places like stairs, or at medium range. At long range you're too small and short range you're too high, but at medium range someone might see you in the edges of their vision. Stay still. Otherwise, you should always try to be above your enemy.
