Directory proved to be a weak government, so it was overthrown and Napoleon came to power. Once again, France was ruled under monarchy so the original purpose of the Reign of Terror, to wipe out all traces of counter-revolution, was defeated. In fact, it just swung France back into a dictatorship. If the Reign of Terror were ended earlier, then perhaps Napoleon wouldn't have the chance to rise to power and rule as a tyrant.
