was just pretending like he cared to show it off to the public. Dick Dodge was later revealed as a corrupt Congressman who cared about nothing and no body but himself and his own wealth and advantages.
There were many parts of this movie that poked fun at the lives of Congressmen and most of them pointed in the direction as them being careless, sleazy, corrupt men that just want to "save their own asses."
