He weakened the clan system by eliminating the four tribes that had led to tyranny before. Instead, he organized the citizens into ten tribes based on where they lived. Another reform initiated by Cleisthenes was electing legislative bodies based on lot, not heredity or kinship. Cleisthenes referred to these changes as "isonomia," which means equality under the law.
